Dcbyrne, it's not a bug. I just played this mission yesterday and I thought the same thing first, that no shipyard was built, because you cannot see it on the map. Shipyards built in castles cannot be seen on the shore. You purchase your boat from inside the castle. Just enter it and check those buttons around the training button, where the blacksmith and others are found. There should be a build boat button now, use it.

Take note that you must board Freyda to trigger the objective completed message. Oh, and take some good army with you, cause you're not safe yet Good luck.
